Vientiane, and Laos in general, is going through a time of great change as China invests heavily into hydro development. Many rivers including the Mekong will be dammed as Laos strives to create a better standard of living for its people. As I ride my bike through the dusty streets, where the sky always seems to be in a haze, and the smell of sewage lingers in the air, I wonder whom, how, what will ultimately benefit.
